Oh. My. Gosh.
Guys... I was experimenting (A.K.A. going out of bounds) in Pinna Park, and guess what? I found the Goomba! It loads below ground, right near the clam-thing ride.
EDIT: You know what's cooler? Two things:
*It's very hard to get a good look at it, but if you do, I'm pretty sure it actually loads with some sort of animation.
*It's shadow (one of those '?' shadows) only appears if you're underground with it.
